British and European users keep hitting "not available in your country" on new AI features. The lazy version of that story is "regulation is holding us back" – but the record is messier, and more interesting. Tracked launch by launch, the most common pattern is that the UK sits between the US and the EU: rarely first, rarely last. Some features skip both; at least one skipped Britain alone. And in most cases, the companies say nothing at all about why.
This page is a running record, not an argument. We log what launched where and when, quote the company's stated reason verbatim where one exists, and mark "none given" where it doesn't – which is most of the time. We log counter-examples too, because plenty of features launch everywhere at once, and a list that only collected exclusions would prove nothing. Independent research points the same way: a 2026 study from the Centre for the Governance of AI found 11% of advanced model releases were delayed or blocked in the EU against 7% in the UK – with data-protection rules, not the AI Act, identified as the biggest single factor.
Key finding: as of 28 September 2026, in 13 of the 19 tracked exclusions the company gave no public reason for leaving the UK or EU out. Where a reason exists, it is quoted verbatim below.

What this page does and doesn't claim. This tracker records observable facts: launch dates, country lists, and companies' own words. It does not assert a single cause – the entries above involve at least four different mechanisms (the EU's Digital Markets Act, GDPR enforcement, product decisions nobody has explained, and ordinary phased rollouts). Apple and Meta have given on-record reasons for specific EU delays; OpenAI, Google and Spotify have consistently given none. Where a cell says "none given", that is itself the finding.

Methodology
A feature earns a row when a company launches a consumer AI feature with a published availability list (or a documented regional gap) affecting the UK and/or EU. Dates come from vendor announcements and support pages first, credible press second – each row links its source. Counter-examples (day-one parity) are logged with the same discipline, as the control group. Corrections and new entries are welcome: hello@aitoolbible.com.
Update log:
21 Jul 2026 – Page launched with 14 tracked entries and 3 counter-examples.
27 Jul 2026 – Added Grok 4.5 (UK ahead), Video Remix in Google Photos (both excluded) and GPT-Live (counter-example). Refreshed Gemini in Chrome (UK desktop live 14 Jul 2026 per Google's blog; EU still excluded). Re-verified the AI Mode image-generation country list (still no UK/EU/EEA), Spotify (US, Ireland, Sweden) and the Sora API shutdown date (24 Sep 2026) – unchanged.
28 Jul 2026 – Added a downloadable version of the dataset (CSV and JSON), a reuse and citation note, machine-readable dataset metadata and per-row links. No changes to the underlying data.
3 Aug 2026 – Weekly re-verification: no new exclusions or day-one launches to add this week. Confirmed Gemini in Chrome still excluded from the EU, Grok 4.5 still blocked across all 27 EU states (no reason given), and the Spotify AI assistant beta still limited to the US, Ireland and Sweden. Sora API shutdown remains scheduled for 24 Sep 2026.
10 Aug 2026 – Weekly re-verification: no new carve-out or day-one launches to add this week. Corrected the Google AI Mode in Search row – AI Mode reached the EU from 8 Oct 2025, with France the last major market (22 Jul 2026), so the earlier "still waiting" note is superseded; the UK (28 Jul 2025) still led the main EU rollout by about ten weeks. Re-confirmed Gemini in Chrome still excluded from the EU (UK iOS still expected, not yet confirmed shipped), Grok 4.5 still blocked across all 27 EU states (no reason given), Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. Sora API shutdown remains scheduled for 24 Sep 2026.
17 Aug 2026 – Added ChatGPT Computer History (both excluded): OpenAI's rollout note says initial availability excludes the EEA, Switzerland and the UK, with no reason given for the gap. Weekly re-verification otherwise found no further new carve-out or day-one launches: re-confirmed Gemini in Chrome still excluded from the EU (UK iOS still not confirmed shipped), Grok 4.5 still blocked across all 27 EU states (no reason given), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. Sora API shutdown remains scheduled for 24 Sep 2026. Two candidates were set aside: MiniMax H3 (an open-weights model licence that also bars the US, so it sits outside this page's US-available, UK/EU-excluded scope) and the pre-announced Siri AI EU delay (iOS 27 is not due until 14 Sep 2026, so nothing has launched yet).
24 Aug 2026 – Weekly re-verification: no new carve-out or day-one launches to add this week. Re-confirmed Gemini in Chrome still excluded from the EU (UK mobile rollout still not confirmed shipped), Grok 4.5 still blocked across all 27 EU states (no reason given), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. Sora API shutdown remains scheduled for 24 Sep 2026. Two candidates were set aside: ChatGPT for Teens (a 13–17 safety experience with no published country availability list, and no OpenAI primary confirming UK/EU day-one parity) and the pre-announced Siri AI EU delay (iOS 27 not due until 14 Sep 2026).
31 Aug 2026 – Weekly re-verification: no new carve-out or day-one launches to add this week. Updated the Gemini in Chrome UK cell – the mobile rollout press had reported as "coming in August", but no shipped UK mobile/iOS launch has surfaced, so the cell now reads "not yet confirmed" rather than promising August. Re-confirmed Gemini in Chrome still excluded from the EU (the only EU sighting remains an unofficial Canary-build report, not a stable rollout), Grok 4.5 still blocked across all 27 EU states (no reason given), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. The Google image-generation country list is pending a fresh check against Google's support page; no report of a UK/EU/EEA addition surfaced, so the cell stands at its 27 Jul 2026 reading. Sora API shutdown remains scheduled for 24 Sep 2026. The pre-announced Siri AI EU delay is still pre-launch (iOS 27 due 14 Sep 2026).
7 Sep 2026 – Weekly re-verification: no new carve-out or day-one launches to add this week. Re-confirmed Gemini in Chrome still excluded from the EU (only the unofficial Canary sighting; Google's late-August and early-September expansions again named Europe as the exception), the UK mobile rollout still not confirmed shipped, Grok 4.5 still blocked across all 27 EU states (no reason given), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. The Google image-generation country list is pending a fresh check against Google's support page; no report of a UK/EU/EEA addition surfaced, so the cell stands at its 27 Jul 2026 reading. Sora API shutdown remains scheduled for 24 Sep 2026. The Siri AI EU delay (iOS 27, due around 14 Sep 2026) remained pre-launch and was held for the next sweep.
14 Sep 2026 – Added Siri AI (Apple Intelligence) as a UK-ahead row: it shipped with iOS 27 on 14 Sep 2026 in English across eight markets including the UK (on iPhone, as a waitlisted beta), while Apple withheld it on iPhone and iPad across the 27 EU states, keeping it available there only on the Mac. Apple cites the Digital Markets Act on the record; the reason cell carries Apple's verbatim wording, and the EU's counter-position (that Apple's own design choices, not the DMA, caused the gap) is noted rather than adjudicated. Weekly re-verification otherwise found no further new carve-out or day-one launches: re-confirmed Gemini in Chrome still excluded from the EU (only the unofficial Canary sighting; Europe again named as the exception) and its UK mobile rollout still not confirmed shipped, Grok 4.5 still blocked across all 27 EU states (no reason given), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. The Google image-generation country list is pending a fresh check against Google's support page; no report of a UK/EU/EEA addition surfaced, so the cell stands at its 27 Jul 2026 reading. The Sora API shutdown is still scheduled for 24 Sep 2026, now about ten days out.
21 Sep 2026 – Corrected the Grok 4.5 EU cell. xAI's own developer release notes carry a 17 Jul 2026 entry stating Grok 4.5 became available in the API console for EU users, so the earlier "blocked across all 27 EU states" reading no longer holds for API access and has been replaced with the vendor's wording; availability in the consumer Grok app across the EU is still not independently confirmed, and that limit is stated in the cell. No reason was given for the initial EU delay, so the reason stays "none given". Weekly re-verification otherwise found no new carve-out or day-one launch to add: Gemini in Chrome still excluded from the EU (only the unofficial Canary sighting; Europe again named as the exception) and its UK mobile rollout still not confirmed shipped, the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. A check of the Google image-generation support page again found no UK, EU or EEA state; the cell stands at its 27 Jul 2026 reading pending a full recount of the country list. The Sora API shutdown is still scheduled for 24 Sep 2026, now three days out; the next sweep will reflect it once the date passes. Two major releases were set aside: GPT-6 (Astra), which rolled out by subscription tier rather than by country with no reported UK/EU gap, and Grok 4.6, a developer-platform release (Cursor and the API) with no consumer country list.
28 Sep 2026 – Added Gemini Spark (both excluded): Google's always-on agentic assistant, launched in the US at I/O on 19 May 2026 and expanded to 160-plus countries on 30 Jul 2026, remains unavailable across the EEA, Switzerland and the UK, with no reason given. The carve-out predates this page's earlier updates and was missed on prior sweeps, so it is logged now rather than as a fresh launch; the source is credible press (The Next Web; ppc.land), pending confirmation against Google's own availability page. Sora API: OpenAI's stated discontinuation date of 24 Sep 2026 has now passed, but the help-centre article still reads "will be discontinued on September 24, 2026" (last updated around 1 Sep 2026) and has not been changed to confirm the shutdown executed, so this page records the date as passed per OpenAI's published schedule while noting the primary source is not yet updated; the Sora v1 and Sora 2 rows are consumer-app rows and carry no API cell, so neither changed. Weekly re-verification otherwise found no further new carve-out or day-one launch: Gemini in Chrome still excluded from the EU (only the unofficial Canary sighting; Europe again named as the exception) and its UK mobile rollout still not confirmed shipped, Grok 4.5 EU consumer-app availability still not independently confirmed (API-console access opened 17 Jul 2026 per xAI), the Spotify AI assistant beta still US/Ireland/Sweden only, and Video Remix in Google Photos still excludes the UK and EU. The Google image-generation cell stands at its 27 Jul 2026 reading pending a full recount of the support page's country list. Two September model releases stay set aside: GPT-6 (Astra), tier-gated with no country carve-out, and Grok 4.6, a developer-platform release with no consumer country list.
